Job Summary

We are seeking a dynamic, strategic, and entrepreneurial Chief Mission Delivery Officer (CMDO). As the chief program officer for the Council and foundational to its success, the CMDO will be charged with ensuring that programs and experiences are relevant to the interests and needs of all members and centered around the communities in which they live. The CMDO must have experience driving the strategic direction of a complex organization while leading a cross-functional team, combined with a compelling enthusiasm for youth development and girl leadership.

The Chief Mission Delivery Officer (CMDO) reports to the Chief Executive Officer and oversees approximately 25 full-time staff and 120 part-time/seasonal staff serving almost 11,000 girls in 39 counties across Middle TN. This position is responsible for direct oversight of Membership Recruiting, Girl Experience, Volunteer Experience, Product Programs, Camp Programs, and Membership Support Services. The CMDO is responsible for a budget of approximately $8 million of an $11.5 million+ operating budget, with oversight of the Council’s most important source of funding – product sales, including the iconic Girl Scout Cookie Program. Success in this position requires the ability to manage human capital in a highly decentralized environment through managers, staff and approximately 3,000 volunteers in the field. Recognition of the fundamental and strategic importance of our volunteers is essential and the ability to leverage the talents and strengths of volunteers operating in a variety of capacities is critical to the Council’s success.

Job Responsibilities

The CMDO spearheads development and implementation of a comprehensive, multifunctional, integrated plan for program enrichment and innovation, membership growth and retention, and volunteer engagement and development.  A key member of the CEO’s Executive Leadership Team of three C-suite leaders, the CMDO participates in setting strategic direction and implementing mission delivery initiatives while assisting in making and implementing decisions made by the Senior Leadership team as they relate to mission delivery. Building internal and external capacity by aligning resources and systems with the vision, mission, and values of the Council, the CMDO will be a champion for culture change, and success will be reflected in the achievement of program, membership, and product revenue goals of the Council.

A primary responsibility of this position is developing and implementing a sustainable, scalable mission delivery model that enables GSMT to grow the organization’s reach and accessibility within our community. Increasing membership is a top priority, and cultivating growth in communities unfamiliar to Girl Scouts and creating relevancy and a sense of belonging for girls and their families across Middle Tennessee are critical to this priority and the GSMT strategic plan. While continuing to enhance Girl Scout experiences throughout greater Middle Tennessee, GSMT is also focusing more and more attention on underserved communities and providing a safe environment where girls are encouraged to explore and excel with the help of positive role models.

Working in partnership with the CEO, the Executive Leadership Team, directors who report directly to the CMDO as well as other managers, staff, and the board, as appropriate, the CMDO has the following duties and responsibilities:

Mission Delivery Strategy & Performance
●    Lead development and implementation of mission delivery strategy, innovation, and improvement initiatives, forming, implementing, and integrating long and short-term plans to achieve the council’s strategic vision.
●    Set, track, and monitor departmental goals and KPI’s to ensure quality outcomes in alignment with the organization’s vision, strategic plan, and annual plan of work.
●    Direct, guide and foster teamwork of staff in Membership Recruiting, Girl Experience, Volunteer Experience, Product Programs, Camp Programs, and Membership Support Services. Bring an intentional, collaborative approach to team management through proactive coaching and feedback, commitment to talent development, and an ability to motivate and drive accountability across teams.
●    Foster a culture of learning and exceptional customer service, delivered in an environment supportive of girls, volunteers, and staff with active participation in the development of environments that foster diversity, equity, inclusion, and access through words, actions, and attitude.
●    Optimize the use of technology platforms within the mission delivery team to enhance recruitment, improve volunteer experience and retention, and streamline program delivery across teams.

Program Leadership, Quality, & Innovation
●    Deliver consistent, high-quality, transformative programmatic experiences and events that are relevant for girls and their families.
●    Design, implement and monitor innovative ways to provide customized membership programs. Ensure program and service delivery reflect current research and incorporate best practices for developing girls of ages 5-17. The program platforms that Girl Scouts focuses on are outdoor adventure, STEAM (Science, Technology, Engineering, Art, and Math), entrepreneurship, and life skills such as civic engagement, mental health and wellbeing, and building healthy relationships.
●    Ensure systems are in place to evaluate programs for relevance to girls and their families, track and achieve measurable outcomes, and gather input for program innovation.

Membership & Retention (Girls & Adults)
●    Ensure a sustainable, consistent recruiting strategy is in place that widens the organization’s reach, creates access across all 39 counties of GSMT’s jurisdiction, builds a sustainable pipeline, and enables the organization to achieve its membership goals.
●    Oversee the implementation of sustainable pathways to make the Girl Scout experience accessible for all girls, fostering diversity, equity, access, inclusion and a sense of belonging throughout the Council.
●    Assess and optimize the volunteer experience, ensuring processes, communications, resources, and systems are in place that meet the changing needs and priorities of adult and girl members.
●    Create a culture of exceptional customer service within the team and actively identify and implement opportunities to increase volunteer satisfaction and retention.

Advocacy & Relationship Building
●    Act as an advocate for Girl Scouts in the community and collaborate with the CEO and fund development staff to build donor relationships and support the Council’s fundraising goals.
●    Effectively develop and maintain influential relationships in the community to maximize awareness and engagement while identifying and developing opportunities to partner with organizations from the business, nonprofit, and public sectors to maximize broad-based support for the Council’s efforts and programs.
●    Collaborate with the marketing and engagement team to promote Girl Scouting in the community and develop key messaging that builds an understanding of and appreciation for GSMT’s program impact and value as the premier organization for girls.
●    Foster and promote participation in organizational events and volunteer opportunities within the community.

Strategic Administration
●    Create and monitor the annual Mission Delivery budget, working with senior leaders to ensure budgets are strategically aligned with the goals of GSMT.
●    Systematize data reporting and metrics for the mission delivery team, tracking and monitoring data required to evaluate outcomes, ensure continuous improvement, make strategic decisions, and identify areas for growth.
●    Assess and ensure implementation of efficient administrative procedures, streamlined processes, standardized resources, and effective communication to ensure smooth operations both within the mission delivery team and across functions.
●    Other duties as necessary or assigned.

Qualifications

Education, Experience, & Job Requirements:

●    Bachelor’s degree required, preferably in management, sales and marketing, or other related fields.
●    Senior management experience in a mission-driven and community-oriented nonprofit organization or transferrable skills from the for-profit sector combined with a passion for GSMT’s mission. Girl Scouts experience a plus.
●    Experience driving the strategic direction of a complex organization and stakeholder landscape, leading a cross-functional team, and managing a $8 million budget.
●    Proficiency with technology and data, including the ability to leverage technology to improve team performance and streamline processes. This role requires proficiency in Microsoft Office, as well as an ability to become quickly proficient in the mission delivery team’s custom tech stack.
●    Experience in customer service and managing complex stakeholder landscapes.
●    Experience in volunteer management, youth development, and program innovation preferred.
●    Experience leading a transformation and/or transformational project involving change management a plus.
●    Passion for and experience with Diversity Equity and Inclusion initiatives a plus.
●    Existing relationships with local community and business influencers a plus.
●    Ability to accommodate a flexible work schedule including some evening and weekend work and a willingness to travel throughout the GSMT 39-county jurisdiction. Travel expectations anticipated to be up to 25%.
●    Current valid drivers’ license, proof of vehicle insurance, transportation availability, and ability to pass a criminal background check (including a motor vehicle report).
