THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.

The Employment Training Panel (ETP) is recruiting for a Staff Services Manager (SSM) III, Chief of Program Operations. Due to the workload demand and supervision of staff in Southern California, this position may be headquartered in either Sacramento, or be out-stationed in either the San Diego or North Hollywood Regional Office.

The incumbent will work under the direct supervision of the Chief Deputy Director. The incumbent will also provide the highest level of program assistance and expertise to Panel members, ETP Executive staff, interdisciplinary groups and stakeholders as appropriate.

This position may be headquartered in either Sacramento, San Diego, or North Hollywood and may be eligible for telework under ETP's telework policy. California Government Code Section 14200 requires employees to reside in California to telecommute. Employees are required to report to their headquarters office, as needed.  Travel expenses to and from the assigned headquarters are the responsibility of the employee.

Working Conditions

This position requires travel to Regional Offices and employers in Northern and Southern California as needed.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are considered limited term, 12 months, and may be extended up to 24 months or become permanent. If it is determined an application does not meet the Minimum Qualifications, the applicant will be withheld from the eligibility list, rendering them inactive and ineligible to be hired for the position. Applicants who have been withheld may file an appeal with the State Personnel Board.

Statement of Qualifications Requirements

A Statement of Qualifications (SOQ) is required.  The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing.   2. Describe your experience working as a principal advisor to executive leadership, boards and/or committees, regulatory agencies, and the Legislature. Please include examples of how you gained the confidence and support of these stakeholders to carry out new strategies and policy directives.
  3. Describe your experience in the workforce sector, developing new strategies for workforce development programs that might include pipeline, education and training, and retention opportunities that focus on communities of need and marginalized populations. Include examples that demonstrate your experience leading and innovating workforce development programs as outlined above.
