PUBLIC HEALTH SPECIALIST II Under general supervision, this position may perform supervisory responsibilities, perform one or more of the duties of this category and related work as required: a. Perform environmental health monitoring, control, inspection, and investigation in areas such as housing and vector, on-site sewage disposal, private water supply, consumer services, air pollution, and/or chemical hazards. Performs technical analyses and assists in the evaluation of plans and specifications for air pollution control devices, housing construction, property development; issues permits for construction of on-site sewage disposal systems, private water supplies, and operation of public establishments; prepares drafts of official correspondence; provides information and assistance to the public (including property owners, business operators, developers/real estate agents, engineering professionals), other County agencies, and other jurisdictions. b. Under supervision, performs epidemiological work including managing databases and dashboards, conducting disease surveillance, contributing to case and outbreak investigations and to public health interventions and prevention programs, analyzing data, and sharing data and analyses in written and oral presentations. c. Perform activities of a full service BSL-3 certified public health laboratory, including clinical and/or environmental testing; plans, develops and coordinates public health laboratory services and quality assurance program(s) for assigned section(s); ensures compliance with multiple federal regulatory agencies. d. Provide basic public health nursing services incorporating health promotion and disease prevention to individuals and/or families in various settings. Participates in health screening and assessment activities; administers diagnostic and screening tests for communicable diseases, maternity, psychosocial, and other health care needs; gathers health and social histories from clients using a standard protocol; reviews laboratory results and interprets tests; assists in the implementation of health care plans for individual clients; documents public health care service utilization and client outcomes for individual cases, according to established policies, protocols, and procedures.
